Car Transfer Process in Punjab: Documents & Steps

You have found the right car and agreed on a price. The next step is just as important: transferring the ownership into your name. This guide explains the car transfer process in Punjab in simple steps — what documents you need, where to go, and the common mistakes that cause problems later.

Rules, fees and office procedures are updated from time to time by the Excise, Taxation & Narcotics Control Department, Punjab. Always confirm the latest requirements on the official website or at your nearest Excise office before you go.

Why you should transfer the car immediately

Many buyers in Pakistan drive for months on an "open letter" (a signed transfer letter without completing the transfer). This is risky:

  • The car is still legally in the previous owner's name — if the seller has a dispute, loan or case, it can affect you.
  • Traffic challans and e-challans keep going to the old owner, and you may face trouble at police checkpoints.
  • When you want to sell, many buyers will offer less for a car that is not in the seller's name.
  • If the previous owner is not available later (moved abroad, passed away), transferring the car becomes very difficult.
Rule of thumb: pay the final amount only when the transfer process is started or both parties are ready for biometric verification.

Documents you normally need

From the sellerFrom the buyer
Original registration book or smart cardOriginal CNIC and photocopies
Original CNIC and photocopiesPassport-size photographs (if asked)
Signed transfer letter / sale deedProof of address if CNIC address is different (if asked)
Complete car file (previous transfer letters, sales certificate)Transfer fee payment
Token tax paid receipts

If the car is registered to a company, extra papers such as a company authority letter are needed. If the car was on a bank lease, you need the bank's clearance / NOC letter.

Step-by-step: how the transfer works

1. Verify the car before anything else

Check the registration number online to confirm the model, engine and chassis numbers, and that the token tax status matches what the seller told you. Follow our guide to vehicle verification in Punjab online. Also physically inspect the car using our used car inspection checklist.

2. Prepare the sale agreement

Write a simple sale agreement with both names, CNIC numbers, car details (make, model, registration, engine and chassis numbers), sale price, date and time of handover. Both parties sign it and keep a copy. The time of handover matters: any challan or incident after that time is the buyer's responsibility.

3. Clear any pending token tax

Pending token tax must be paid before the transfer. In Punjab this can usually be paid online through the official e-Pay Punjab system or at designated bank branches.

4. Visit the Excise office or facilitation centre together

Punjab uses biometric verification of both the seller and the buyer for vehicle transfer. In most cases both people need to be present with their original CNICs. Staff will verify thumbprints, check the documents and physically verify the car's numbers if required.

5. Pay the transfer fee

The transfer fee depends on the car's engine capacity and value, and may change with each budget. Ask the office or check the official website for the current amount — do not rely on rates you heard from others.

6. Receive the new registration in your name

After processing, the new registration (smart card) is issued in the buyer's name — it may be delivered by post or collected, depending on the current system. Keep the receipt safely until you receive it.

Buying from another province?

If the car is registered in Islamabad, Sindh or KPK and you live in Punjab, you can keep the original registration or get it transferred and re-registered in Punjab. Inter-province transfers need a clearance / NOC from the original registration authority, so allow extra time.

Common mistakes to avoid

  • Paying the full amount before seeing the original registration.
  • Accepting photocopies of the seller's CNIC without meeting the real owner.
  • Buying on an open letter and delaying the transfer "for later".
  • Not writing the handover time in the sale agreement.
  • Using unofficial agents without receipts. If you use an agent, keep copies of everything.

Transfer-day checklist

  1. Original CNICs of both buyer and seller
  2. Original registration book or smart card
  3. Signed transfer letter and complete file
  4. Token tax receipts (pending tax cleared)
  5. Bank clearance letter, if the car was leased
  6. Copies of the sale agreement
  7. The car itself, in case physical verification is required
  8. Payment for the transfer fee

Buying from a showroom vs an individual

When you buy from an individual, you must check everything yourself — ownership chain, documents and car condition — and make sure the seller comes for biometric verification. A reputable showroom has usually verified the documents already and helps coordinate the transfer, which saves time and reduces risk. Either way, never skip online verification and the physical inspection.

Frequently asked questions

Do both buyer and seller need to be present for transfer in Punjab?

In most cases, yes. Punjab uses biometric verification, so the seller and buyer usually need to be present with their original CNICs. Confirm the current rule with the Excise office.

What is an open letter and is it safe?

An open letter is a signed transfer letter where the transfer has not been completed. It is risky because the car stays in the previous owner's name, so challans and legal issues can affect you. Complete the transfer as soon as possible.

How much is the car transfer fee in Punjab?

The fee depends on the engine capacity and value of the car and can change with each budget. Check the official Excise website or ask at the office for the current rate.

Can I transfer a car registered in Islamabad to Punjab?

Yes. You need a clearance or NOC from the Islamabad registration authority before re-registering in Punjab, so allow extra time.
